Job Title: Sr. Procurement Analyst
Location: Crane, IN
Opening: Immediate Need
Review regulations, policy and guidance to provide recommendations for local policy, procedure and process updates.
Responsible for coordination and dissemination of policy guidance; preparation of NAVSEA/NAVSUP statistical acquisition reports; formulation and maintenance of department’s financial plans, budgets and timekeeping; assisting with department workload planning and providing overall administrative support to the department.
Develop training curriculum for in-coming contract specialist and purchasing agents using all applicable regulations, HCA policies, instructions and guidance and local policy, procedures and processes. Contractor shall prepare training materials and conduct training on the changes and implementation.
Develops and presents basic contracting training for entry-level Contract Specialists newly hired by the Contracting Department. Training is a two year program that includes an introduction to regulatory, policy and procedural aspects of the Federal contracting profession. Contract Types, Cost and Price Analysis, Contract Financing, Fiscal Policies, Business Clearances, Competitive Procedures, Justifications and Approvals, Publicizing Procurement Actions, Protest Procedures, Data Rights, Standard Procurement System, Procurement Data Package Preparation, and Ethics are several of the topics addressed in the weekly training sessions.
Security Requirements: Ability to obtain and maintain a Secret security clearance
Educational Requirements: Bachelor’s degree or higher strongly preferred
